Decision Fall: Each such proposal is put forward by ardent constituencies outside the department and by zealous champions within it. The secretary must weigh these alternative uses of tax funds in the light of such knowledge of family needs as the department's research staffs accumulate. If the department did not exist, the burden of decision fall would fall on the president.
A trial by record means that one of the parties has set up some former decision fall of the court, while the other denies that such a decision fall ever existed; whereupon the only mode of solving the question is by producing the record of the former action. All books and memorials kept by public officers in accordance with the law, or which are connected with the proper discharge of their duty, are regarded as public records.
The charges were brought against Purchas in the Canterbury Court of Arches by Colonel Charles James Elphinstone, and a decision fall against Purchas was given on eight points, the defendant to pay the costs of the action. Purchas made no appearance at the trial, affirming illness and lack of funds to pay for counsel. The promoter of the suit was not satisfied with this decision fall and appealed to the queen in council, but died before the case was tried.
