York Public The public low-rent housing projects of tl 1930's first demonstrated in the United States tl use of public powers of eminent domain to cles slum areas and to rebuild them with moder dwellings under public ownership, Spurred b this demonstration, first New York state and the others authorized private or public condemnatio: of sites for slum-clearance purposes. New York' Stuyvesant Town is an example of private con demnation; Pittsburgh's Point Park Developmen is an example of public condemnation. The Housing Act of 1949 provided federal financial assistance to local governments and resulted in the passage of legislation in most states authorizing urban redevelopment.

He was admitted to the New York State Bar in 1887 From 1884-92 he was teacher of history and literature in the Alban; Boys Academy; superintendent of the Ne York State Educational Exhibit, at the World Columbian Exposition, Chicago, 1892-94; ac ing-secretary of the New York cummissio there, and editor of the official report of tr. commission, 1894-95; deputy-superintendent c public instruction, New York State, 1895-1901 director of education and social economy fc the United States commission at the Paris Es position of 1900.


In 1898 he was made chief of the Oriental Department of the New York Public Libra' . An ardent Zionist, he was the first president of the American Federation of Zionists, from 1898 to 1904, and a delegate to the world Zionist congresses from 1898 to 1903. He died in New York City on May 22, 1936.
